ACCESS TO CARE - Resources mobilized by Governor Uzodimma

Towards delivering high-grade access to care for Imo State civil servants, the Imo State Government through the Imo State Health Insurance Agency has today met with Health Care Providers in the state.
The engagement was for the agency to symbolically signify the payment made to the service providers for the commencement and assigning of civil servants to respective facilities to access free health care.
Already, His Excellency, Governor Hope Uzodimma has provided funding to cater and offset the medical bills of all civil servants in the state workforce.
Delivering his address, the Executive Secretary of the Imo State Health Insurance Agency, Dr. Uchenna Ewelike thanked Governor Hope Uzodimma "for making this to happen in our lifetime" during his tenure.
Dr. Ewelike disclosed that all over the world, financial risk protection has become the new paradigm and the best way to pull residents out of poverty. "What is happening here today in Imo State is not just historic in the 47 years existence of Imo State, but impactful as the high cost of healthcare burden on Imo State civil servants, including local government staff will be reduced to the barest minimum thus improving their productivity" he noted.
Continuing Dr. Ewe like said, " Today we have paid our first capitation to healthcare providers in Imo for the civil servants and have provided documents to let them know their healthcare providers. From today, every civil servant in Imo that require medical care will access it without suffering financial hardship, and this is the new Imo under Distinguished Senator Hope Uzidimma"
In his remarks, Dr. Barth Okorochukwu, the Imo State Commissioner for Health Insurance disclosed that all the logistics and bottlenecks have been overcome. He described the occasion as a landmark event stating that in Nigeria, only Imo State has a full-fledged Ministry of Health Insurance which signposts the governors interest in the well-being of Imo citizens.
The Head of Service, Barr. Raymond Ucheoma confirmed that the health care premium for civil servants has been paid by the governor while the mandate of the Ministry of Health Insurance has been fulfilled. "We understand the spirit, purpose and intendment behind this policy by Governor Hope Uzodimma". He declared.
Barr. Ucheoma told the service providers that the governor is satisfied to entrust the health of Imo civil servants into their hands and urged them to render good services to the workers.
Comrade Basil Egbu who is the chairman of the Joint Public Service Negotiating Council described the free health for workers as a novel idea that has never happened before. According to him, "It takes a man with the milk of human kindness to pay for the health of civil servants...This is part of good governance. We thank the governor and also wish him good health with his family" he conveyed.
The meeting also looked into other provisions in the agreement which are furnished as follows.
• That the enrollees shall have the right to change facility.
• That the Health Care Providers shall offer quality services as agreed with the agency.
• That the Health Care Providers shall comply with the guidelines of the agreement.
• That all complaints shall be reported to the agency.
The interaction also looked at medical purchases, by defining what to buy, from who to buy and how to buy.
The health care providers were also handed a booklet containing the data of civil servants who will access care at their facilities. It was also announced that a monitoring team from the agency will periodically visit the health facilities of care providers to make sure they function optimally.
The providers were reminded that beneficiaries should not be charged ancillary fees like bed fees, laboratory investigation fees, theatre fees, and any procedural fees as such are already captured in the funds paid by government.
It was also explained that enrollees shall be reimborsed by the Health Care Provider on the presentation of a receipt of drugs if the Health Care Provider request the enrollee to buy drugs outside.
