In developed countries, local authorities normally go beyond the normal defence and policing structure to embrace and incoporate the citizens as part of the security architecture, working closely together across all areas that contribute to security. Only last week, the Imo State Governor interfaced with Traditional Rulers,Town Union President Generals and community youth leaders in a new, systemic approach to security that broadens participation.
