You will agree with me that the ceremony we just witnessed is not just the ceremony of swearing in of new Permanent Secretaries.
What we have just witnessed is the making of history. For the first time in a very long while, the Permanent Secretaries that have just been sworn-in emerged on the strength of merit. That is on their proven competence in the management of the service and deep knowledge of the civil service itself.
As a matter of fact, while the Permanent Secretaries were being sworn in, I scanned their faces and discerned a smile of true satisfaction. I could see sense of accomplishment all over their faces.
As people who has risen to the pinnacle of their career, it is only natural that we should savor this moment of glory – so permit me to join your immediate family and friends to sincerely congratulate you.
I congratulate you on this well deserved career progression, which is also a higher call to serve with the last ounce of strength in you.
While I don’t expect you to gloat or boast over this singular success, I am proud of you because you obtained the position on merit.
You wrote examination after burning the proverbial midnight oil, and you came out in flying colors and went through rigorous security screening.
In order words, you did not just attain this professional height through ‘’Man Know Man’’ or in the usual parlance ‘’Through Long Legs’’. You did not get it through quota or zoning or through your religious or political affiliations. This is indeed a refreshing break from the past where junior officers were appointed Permanent Secretaries just because they know the power that be.
I believe that by now you will agree with me when I say that the old sordid things have passed away and that I have come with a new order. In that new order, merit, competence, diligence are the irreducible criteria for leadership positions.
I congratulate you meeting this standard.
It should be obvious to you that you owe nobody any debt for emerging a permanent secretary. You are responsible and answerable to only God and the merit driven system that produced you – in that case the Imo State Government.
There is a difference between government and the governor. You are answerable to government.
